Contractor Prequalification
ISNetworld, Avetta, and COR/CORE 2020 Safety Programs.
Many organizations in Ontario and across Canada lose contracts not because they lack safety programs, but because their documentation fails third-party review. General contractors, principal operators, and large hiring clients require complete, score-card-ready submissions through ISNetworld, Avetta, COR/CORE 2020, ComplyWorks, and other industry platforms.
OMHAS builds safety management systems aligned to those requirements from day one. We do not sell downloadable documents. We engineer complete safety infrastructure.
What Prequalification Platforms Actually Require
Prequalification platforms evaluate your safety system against verifiable evidence.
A generic safety manual will not pass. These platforms look for:
- Written safety policies that are specific to your operations and hazards, not generic statements
- Documented procedures for hazard identification, risk assessment, and control
- Training records and competency verification for every worker
- Verifiable insurance and corresponding WSIB account status
- Workplace inspection programs with documented corrective actions
- Emergency response plans specific to your environment
- Documented controls covering all sub-contractor activity
- Management review and continuous improvement processes
OMHAS systems are built to satisfy these requirements from day one. Plans created within the OMHAS framework map directly to the elements evaluated by ISNetworld RAVS, Avetta audits, and CORE/COR CORE 2020 certification standards.
Platform Coverage
Every major prequalification platform, one OMHAS framework.
ISNetworld RAVS Compliance
ISNetworld uses the Review and Verification of Services (RAVS) process to evaluate contractor safety programs. Each online program you submit is reviewed against a score card defined by your hiring client. Programs that lack operational specificity, proper formatting, or regulatory alignment are returned for revision or graded poorly.
OMHAS ties its ISNetworld-ready safety programs to that score card. RAVS sections are presented in the order your scoring requires, in Ontario, British Columbia, or across multiple Canadian provinces. Programs are not adapted from templates. They are developed based on your operational and field-based controls, and the level of legislation that governs your workplace.
Avetta Prequalification Support
Avetta connects hiring clients with contractors and suppliers who meet verified safety, insurance, and compliance standards. Your Avetta profile is evaluated based on the quality and completeness of your safety documentation, your insurance, and your responses.
OMHAS surveyors provide the documented safety infrastructure that supports Avetta. From written policies and procedures to training records of every employee, the system is designed to demonstrate that your organization manages safety as an integrated operational function, not as a collection of downloaded documents stored in a binder.
COR/CORE 2020 Certification Readiness
The Certificate of Recognition (COR) program came under a multi-province, multi-sector occupational health and safety management system to support employers with defined elements. Organizations that demonstrate the established, hazard assessment, prevention, training systems, workplace inspections, incident investigation, emergency preparedness, and management oversight.
OMHAS systems are structurally aligned with COR/CORE 2020 and follow the IHSA, WSPS, or sector-equivalent audit framework. Whether you are pursuing internal or external audit certification, your system is built to support the structured evidence trail that auditors require.
ComplyWorks and Other Platforms
ComplyWorks, ContractorCheck, and other compliance management platforms are used for similar purposes. They evaluate documentation and require that your organization has a functional safety management system. OMHAS systems satisfy these requirements because they are built the same way, integrated management systems, not isolated documents uploaded to a web service.
Where a new platform requires a specific format or sub-form, OMHAS adapts and maps your existing system into that platform's structure, without rebuilding your program from scratch.
The Difference Between a Template and a System
Many providers sell downloadable safety programs. We build systems.
They look similar from the cover page. They are not the same. Word documents in a binder will fail prequalification. They will also fail your operations. A real safety system has to be engineered through a structured process.
An OMHAS system includes:
- A system you actually own, not a downloadable template you customize
- A complete documentation suite assessed for hazard identification, controls, and gaps
- A trained and ready workforce, not a binder of signed sheets
- Full system documentation aligned with up to 40 operational modules, hazard registers, and the legislation that governs your workplace
- Structured implementation with workforce orientation and onboarding
- Ongoing maintenance to keep your system current with legislative changes and audit standards
The result is a safety management system that an auditor can trace directly to your operations. It is defensible, sustainable, and built to last.
BOOK A CONSULTATIONIndustries We Serve
OMHAS builds safety management systems for organizations across Ontario, British Columbia, and multi-provincial operations in Canada, in particular for:
- Manufacturing and fabrication
- Construction and general contracting
- Industrial trades and heavy industrial operations
- Food, beverage, and bottling
- Transportation and warehousing
- Compressed gas and chemical operations
- Warehousing and distribution
- Multi-site and multi-provincial operators
Each system is scaled to reflect the hazards, workforce size, and regulatory requirements specific to your industry and your scope of operations.
Multi-Provincial Coverage
OMHAS develops safety management systems for operations in Ontario and British Columbia, with the regulatory framework embedded directly into your model. Organizations operating across provinces receive a uniform system that satisfies the specific legislation, requirements of each jurisdiction. Provincial legislation is referenced as a general frame. The Act, applies, and that lets the procedures, your workers and supervisors use every day.
Ongoing System Maintenance
Prequalification is not a one-time event. ISNetworld, Avetta, and COR all require ongoing compliance. Policies need to be updated. Training records need to be issued. Inspections occur regularly throughout the year.
The OMHAS Maintenance Program provides ongoing professional oversight to ensure your safety management system retains its current state. Maintenance includes legislative monitoring, annual program reviews, document control updates, and most shortly: keeping the OMHAS Academy and supervisors on your team current and prepared for site submissions.
WSIB Health and Safety Excellence Alignment
Organizations in Ontario implementing structured safety management systems may be eligible to participate in the WSIB Health and Safety Excellence Program, which can earn rebates on accredited topics. OMHAS systems are designed to align with these requirements, allowing organizations to move into the program from a position of credibility.
